  1. This “Where’s the change” mantra has apparently had an important impact. The response, however, was very weak. Will the Obama honeymoon end more quickly than expected?

Early on during the Kennedy Administration there was an insider quote to the effect that Kennedy and his “whiz kids” thought they could just hand out orders and the bureaucracy would carry them out. They were in for quite a surprise. The bureaucracy will always tend to do things it wants to do, not what some newcomer wants them to do. Assuming for the sake of argument that Obama really wants change, he’s making it even more difficult on himself by bringing back the Old Guard. Personnel is policy.
