Is it possible Obama&#039;s added the loophole language in his Iraq policy just so he doesn&#039;t look soft, and also gives a nod to human rights (which is important for liberal Democrats), but is actually more solid on the issue?  Won&#039;t the phased withdrawal of &quot;one to two brigades at a time&quot; (which is his policy), take care of the &quot;vacuum problem&quot; by easing out?</description>
